You could carefully extract it from the bag and plant it in the ground as long as you don't do much root work.
Those felt bags are made to be planted in the ground, so you could plant it directly in the bag. It sort of depends on what size of tree you want to grow.
If I were you, I would plant it with the bag now, and pull it out to do root work in a year or two. At that point you could up pot it to a larger basket or plant it straight in the ground
